NEW YORK — In a state where more than half the population is under the age of 35, New York City Mayor Bill de Blasio has taken on the role of a young, white, affluent male.
In a speech Monday at the National Council of State Legislatures, de Blasio touted his economic success and his ability to speak to his constituents in a city with an African American population that has seen a decline in the percentage of white residents in the city.
He also vowed to do what he said he could to help young people who have been priced out of neighborhoods by gentrification and other factors.

De Blasio, who became the first sitting New Yorker to be elected mayor, said he has a vision for the future of the city and that he is willing to take on the challenge of solving the problem he said was created when New York state passed the Housing Development Reform Act of 1988.
“The problem is not going away, and it’s going to be a problem for a long time,” he said.
de Blasio cited the city’s poverty rate, which has increased more than 500 percent over the past three decades, as an example of how the state’s laws created an unfair advantage for the wealthy.
“When the state passed this law, it created this system in which the rich got richer and the poor got poorer,” de, Blasio said of the act.
“And this is what happened, and we have to change this.”
The city’s population is about 60 percent black and 40 percent white, but the number of black residents in New York city has dropped from 35 percent in 1991 to 17 percent in 2014, according to the most recent census data.
New York has the highest poverty rate among the 50 largest U.S. cities, with nearly 10 percent of the population living in poverty, according a 2014 study by the Urban Institute.
